In 1992, the New York State Solid Waste Commission sent a questionnaire to recycling coordinators across the state asking whether or not they favored repeal of the bottle law and whether or not the Returnable Container Act (RCA) was compatible with their current recycling program.
As shown in the charts below, 84% of the recycling coordinators found the deposit law compatible with their recycling program, while only 6% found it incompatible (10% were undecided.)
23% of those surveyed favored a repeal of the bottle law, while 74% were opposed to a repeal (3% were undecided).
