Details

Distributors pay deposits into a beverage container recycling fund, retailers pay them to distributors, and consumers to retailers.

A unique feature of this proposed law is the 1¢ "incentive payment' that is given to the consumer upon redemption of a container, in addition to the refund value. This payment is paid by the redemption center from the recycling fund.

The Processing fee is levied on containers that cost more to recycle than their scrap value. Beverage manufacturers are required to pay this fee into the Beverage Container Recycling Fund. The Department of Environmental Quality sets this fee.

The Department of Environmental Quality administers the system.
