Proposed changes/summary:

HB 2686 is substantially similar to S1865/H1744 in the previous legislative session. It would repeal the bottle bill, and in its place would impose a 1¢ fee on all beverages excluding milk and dairy substitutes. Fees raised to fund municipal recycling, public space recycling, and litter abatement. Fee sunsets in 3 years.
